NO PRICE RISE, NO INCREASE IN THE
INDEX!!
The Consumer price Index for October 2014 is declared. It is 253 Points.
Index for September 2014 was also 253 points.
Again, the Index for August 2014 was also the same 253 point!!
IDA with from January 2015 will be decided on the basis of Indices for three months
of September, October and November 2014.
November Index will be announced on 31-12-2014.
It may be same 253 points or 254 points.
If it is 253 points, then, the IDA from January 2015 will be 100.3%
If the November index is 254 points, the IDA rate from January 2015 will be 100.5%.
FUTURE DA RATE
The government has decided to recast the Consumer Price Index
by changing the base year to 2015= 100 points.
We have not yet studied the proposal in detail.
Not only the base year is being changed.
Entire method of calculating the cost of living is being changed.
Employees and pensioners getting DA (CDA or IDA) will be affected adversely, no doubt.

SMS informing that your request has been registered. After some time you will get a registration number also for your request. It will take one week time to implement your request to ban the unsolicited incoming SMS & Phone calls.

Judge Rejects Illinois Pension Reform Law
CHICAGO (Reuters) - A judge on Friday ruled that an Illinois law aimed at easing the state's huge unfunded pension liability is unconstitutional, handing a victory to labor unions and state retirees who challenged the law.
Sangamon County Circuit Court Judge John Belz, who heard oral arguments for and against the state's pension reform law on Thursday, ruled that the law both diminishes and impairs retirement benefits for public sector workers in violation of a state constitution provision. The judge rejected the state's argument that its ability to invoke its sovereign powers in an emergency trumps protections in the state constitution for pensions.

Endosulfan Disaster
During 1976-2000, the Plantation Corporation of Kerala flew some 65 sorties and aerially sprayed endosulfan,
a persistent organic pollutant over an area of about 12000 acres in nine villages in Kasargod district.
This was to eradicate tea mosquitoes in the cashew plantations.
The people living inside the plantations and downwind and downstream of the experiment were exposed
to this hazardous chemical for 25 years.
Studies conducted after the ban of the pesticide show significantly higher concentration of endosulfan productsin environmental media like water, soil and lake sediments and human blood, even in a village 25 km awayfrom the sprayed area.
The government of Kerala banned Endosulfan in Kerala in 2001.
The Central government has banned its aerial spray. But the victims are still suffering.

Railway unions to government
The two major railway unions have proposed to the government an unprecedented alternative to privatisation or inviting foreign investment, to help raise funds and improve revenue.
The National Federation of Indian Railwaymen (NFIR) and the All India Railwaymen's Federation (AIRF) had both been demanding an end to the government's opening of the carrier. Now, they have both offered the Rs 10,000-crore provident fund (PF) deposits of rail workers for development of the cash-short carrier, also the country's largest single employer.
"We have proposed using the PF balances of the 13.1 lakh workers and 12 lakh retired personnel," M Raghavaiah, general secretary of NFIR, told Business Standard. "We can convince the workers on depositing this money with the railways on an interest basis, rather than keeping it in bank accounts."
Raghavaiah has said in a letter to railways minister Suresh Prabhu, "Serving and retired railway employees can contribute a loan for investment toward development with an interest rate at 10.5 per cent, which would still be one per cent less than the money borrowed from the market."

2G SCAM CASE BECOMES MURKIER....
"Twelve days before his retirement, Central Bureau of Investigation Director Ranjit Sinha on Thursday suffered a major blow when the Supreme Court removed him from the 2G scam case, saying the allegations against him of protecting some accused appears to be "prima facie credible". The Apex court, in an unprecedented order, handed over the case to the senior-most officer after Sinha in the 2G scam investigating team."

It is also reported that some people, close to the accused in a case, met the CBI director more than 70 times! This is the credibility of India's Super Cop.
Mr. Ramyagya's case
We have another case in DoT recently. Mr. Ramyagya was Member(Services).
He retired on 30-9-2014. Till 6 PM on that last day of his service he was in the office.
But, when he reached his home there was suspension order waiting for him!!
What is the use/need of that suspension after he made over charge and retired?
That too for some cases in which he was involved while working as CGMT earlier?
Why no action was taken then?
Why he was given promotion if any investigation was going on?
He worked as member(S) for one month only, it seems.
Strange are the ways when the case is concerning senior officers.

78.2%... CABINET NOTE
The Cabinet Note on 78.2% case was drafted by DDG (Estt) last week
and put up to Member(S) first and then to Secretary,Telecom also.
Now, the Draft is pending for approval by Member(Finance).
Once it is approved by Member(F), it will be sent to the nodal departments for their consent.
With their consent only it will go to Cabinet.
We have requested the authorities to expedite the process.

Our Dy GS Com. Chhidu Singh met Smt. Annie Moraes, Member (Finance),
Telecom Commission today and discussed progress regarding 78.2% case.
Smt. Moraes informed that the File is on her table.
Chairman, Telecom Commission has asked her to discuss the matter with him.
She tried but could not meet the Chairman as he was busy today. According to her,
after their discussion only the Commission will start drafting the Cabinet Note.
Com. Chhidu Singh conveyed to the Member (F), the serious concern of BSNL pensioners
over the undue delay in the matter.
Member(F) assured that she would try again to meet the Chairman
at the earliest and expedite the process.

LIFE CERTIFICATE:
HOW IT WILL WORK
Software has been developed to record Aadhar number, biometric
details, date and time by the department of Electronics and Information
Technology (DeitY). This application can be downloaded on mobile
phone/desktop/laptop. After downloading, user needs to plug the biometric
reading device which will record the details of the pensioner. After the
details are recorded, they would be uploaded to a centralized database which
would then be accessed by the pension disbursing agency. This would act as a
proof of pensioner is alive so that they can receive the pension amount.
The software application would be available for free whereas
biometric reading device would be available at a very low cost.
For pensioners living in rural areas where the software
application or internet connectivity is not possible, service centres would be
opened.
Shri Ravi Shankar Prasad continues to be the Minister for Communications and Information Technology after the recent Cabinet reshuffle. Earlier, it was heard that he may be replaced.
AIR INDIA FOR PRIVATISATION?
The Minister for Civil Aviation has indicated government's intention to privatise AIR INDIA.

DECISIONS OF BILASPUR CWC MEETING
Our CWC met at Bilaspur ( Chhattishgarh) on 1st and 2nd November and decided the following:
78.2% CASE
1. We observe some progress in movement of files on 78.2% IDA.
2. DOT is requested to speed up the process of preparation of Cabinet Note, obtaining consent from the nodal departments.
3. Requests the Government to take a decision on the issue at the earliest.
4. We shall wait for two months and then, if needed, CHQ shall issue a call for some programme of action.
