SPECIAL  MEETING AT TIRUNELVELI ON 8/9/2015

MORE THAN 300 MEMBERS INCLUDING 50 WOMEN MEMBERS ENTHUSIASTICALLY PARTICIPATED. THE MEETING WAS PRESIDED OVER BY COM. E. KANAKARAJ, PRESIDENT, TIRUNEVELI SSA

Com. S. Arunachalam, District Secretary explained about the decisions taken in their  Executive Committee which was duly endorsed.

Com.  Vairamani, Circle Org. Secretary explained about the need to preserve the PENSION BOOK, and getting entry/attaching the original letter received from CCA whenever revision takes places may be due  general revision/NEPP etc.  Also verify the date of birth of spouse/  name etc so that it will not pose  any problem at a later date. 

 Com. Ambigapathy Circle Asst. Secretary while speaking said even though our leaders presented the case well before the authorities the delay in settlement of 78.2 is causing anguish among the rank and file, hope our CHQ would take appropriate action to realise the same.  

   

 V.  Rama Rao Circle Secretary said there are about 8000 members in Tamilnadu in 20 ssa in which coonoor has been added after the last circle working committee held at vellore. He congratulated  Comrade E Kanakaraj, Com. Arunachalm and Treasurer, Com. Sammanasu, com. Ragupathi ( best maintenance of web site ) from mere 47 members to 802 members today and in which 546 are Life Members. In Tamilnadu, Tirunelveli SSA is in  the second place in respect of membership. It has got  another feather in its cap that " Podigai Thenral " magazine released once in 3 months in Tamil which  is very  useful to all the members.

Our All Indaia Assn has settled  pre -2007 arrears, counting of one increment given to those who could not get BCR Gr IV,  Endorsement of IDA orders through web cite  both at All India level and also with CPMG level so that all SSP ensures quick payment  adopting web site arrangments, BSNL MRS schme without voucher we have taken several steps but administration says for Pensioners alone it can not be extended. It is understood  that there are some proposal that it may be linked to Medical insurance scheme. As regards inclusion of us ( BSNL retirees) in the 7th CPC we have done our  best by placing our memorandum in an effective way and the Chairman 7th CPC has said our memorandum is prima-facie  ok ...... We have represented to DoT secretary

and our contention is not rejected but because of its uniqueness certain other important ministers has to be consulted.

Com. D.G Vice President CHQ and Asian Secretary  TUI &  PR said about Active aging meaning involvment of seniorin social, economic, spiritual, cultural and civic activities. As per 2011  8% of the population numbering 9 crore, in which 3 corores are living alone and this trend is increasing.   The 12 point demand for which 2-9-2015 strike took place and our organisation extended support wherever possible. Trade Union Act is unilatrely changed by the Central Govt. without any regard and consultation of the Central Trade Unions, and the changes evisaged are detrimental to labour. Whatever the benefit in the  present Act is taken away and 85% of the labour would not be covered by the new Act which is anti-labour in approach.  On 78.2 issue he detailed the discussion  they had with Secretary DoT for 45 minutes on 4.8.2015 and the DoT assured to expedite. The MoE has sought some information which the DoT says they have to  collect and send to MoE .The CHQ is aware of the anguish of our members and would take action to expedite.  Regarding Pension  Anomoly the case filed in CAT New Delhi after passing several  leagal procedures, case coming up in Oct 15and  we are hopeful that we will  succed.

DHARMAPURI SSA – DISTRICT CONFERENCE    6/9/2015

Under the President ship of Com.K.M. Siddhan, President the Conference was conducted and he appealed for unity and better functioning.

Com K. Panneer Selvam, Asst. Divisional Secretary welcomed all and read out the report . The Accounts was submitted by Com.M. Govindaraj District Treasurer. After clarifications, procedures the accounts were passed. The Circle Association advised to follow submission of accounts to circle every 6 months and also periodical remittance of quota to all levels. The Treasurer said there was slackness for few years and henceforth it shall overcome and function.

Com. Ramalingam Dist Secretary Salem East Greeted the conference and said it is our Association which has settled the Pension revision of pre- 2007 retirees, Counting of one one increment for pension purposes, and several cases especially benefiting family pensioners, entailment of BSNL MRS for those who went on invalidation which no other association can claim.

Com. Subramanyam ( newly elected District Secretary ) He said in Hosur a branch has been formed and collected subscription and remitted to District Assn. He said irrespective of the post held in the past all are pensioners and Unity among the pensioners are very much required as we see today many issue are being settled only after the Association taking up. He appealed to all to become members and participate in day to day activities. Baskar

A.C. Devasanan ( Ex- District Secretary ) Thanked all the Circle office-bearers who are all working very hard for the benefit of the pensioners. As he was not well and other commitments he could not do much and wished the new team all his support He said all should subscribe for patrika, Rs 50 for AIC, 1% donation due from pre 2006 retirees

and appreciated Tanjore, Tirunelveli and Cuddalore bringing out Magazine quarterly.

Com.Baskar ( BSNLEU) was critical about the Land acquisition bill affecting the agriculturist and Disinvestment of PSUs.

Com. Munian ( Newly elected President) said OROP is being delayed and due to opposition the land bill has been withdrawn. He said pensioners unity is paramount and requested all to pay their subscription to the Association promptly and unity is strength.

Com. V. Rama Rao Circle Secretary clarified that the conduct of conference and periodical meetings are essential of democracy and we have to stick to our constitution. Dharmapuri SSA has now conducted the Conference and remitted all the quota due to circle and All India. The Krishnagiri Branch has been advised to remit the due quota to District and in future all quota should be remitted through the District only .He explained about the formation of Circle union in 2007 in cuddalore and in 2009 August All India Body at Tambaram, Chennai. Settlement pensioner revision for pre 2007 retirees, one increment case, and now our Association has taken up the case of more than 4200 retires pension anomaly case and we have filed a case at CAT New Delhi and we are pursuing the case and the legal fee is paid by our All India.

As per the Call of the CHQ all members are requested to give Rs.50/ towards conduct of the AIC Bangalore and the remittance before 15^th of this month.

He also said the 60:40 issue was taken up at that time by the Member of Parliament Com. Nilotpal Basu and said it shall be a burden and unreasonable for BSNL if it has to contribute for DoT retirees also. The pension contribution is not taken in to account but only the income, which is unfair. Our leaders who had been Delhi on 4,5, and 6^th of August has done their best to cut the delay still the MoE has sought some clarifications which the DoT has to get from the field and supply and on that score it is still pending. Our CHQ is seized of that matter and GS may be going to Delhi shortly. As regards 7^th CPC, we have demanded Fixation Benefit as extended to Central Govt. Employees and our AGS has submitted a memorandum on behalf of our Association at Bangalore, and also had a detailed discussion with the Secretary DoT at New Delhi and a reply has been sent to 7^th CPC that other ministries has to be consulted on our demand. We have demanded that commutation be restored after 12 years, transport subsidy, HRA, Medical facilities at good hospital with smart card facilities but we are getting information that the BSNL management is thinking of linking insurance scheme As regards it can not be extended to BSNL as CGHS are in in all stations. No income Tax should be deducted for the retirees are some of the demands. He was glad that the Dharmpauri SSA has be rejuvenated with many new comrades and hope that the membership of our Association should be doubled and also Pensioners Patrika should be purchased by all. He wished the newly elected office-bearers on behalf of CHQ and Circle.

Com. Vadivalu ( Krishnagiri Member ) spoke in detail about a press report regarding 7^th CPC appeared in The Hindu.

Com. Vanangamudi ( Newly elected Treasurer) said that only AIBSNLPWA can deliver goods and no other organisation has done to the BSNL pensioners. We are the one trained to swim against the current.

                                                 AMAR JAWANS AT JANTAR MANTAR

The 50th anniversary of 1965 war has been observed by government. At INDIA GATE, tributes were paid to the AmarJawans who laid their lives for the nation in the war. But the war veterans are sitting on hunger strike few yards away, at Jantar Mantar. Ministers do not look at Jantar Mantar. They do not go by that road. Before last Lok Sabha elections the present Prime Minister and other leaders gave promise that OROP would be implemented. They have forgotten their own promises. Before bowing out the UPA government also declared that OROP would be implemented. But they failed to do it when they were in power. Now, their leaders are in opposition. Hence they go to Jantar Mantar. The same political drama will be enacted again and again....

With every passing day, the issue of OROP - one rank, one pension for retired armed forces personnel - is likely to become more unsolvable. When so many of them are sitting on strike at Jantar Mantar and getting increasingly emotional about it, it is simply not possible for government to wave an account book in front of them and expect a reasonable compromise. Emotions cannot be tackled by an accountant's rationality beyond a point.

That this issue has been ruined by politicians promising OROP when they are not in power or as an election sop when they are about to lose power is obvious. Narendra Modi promised it before the 2014 elections, and so did the UPA before bowing out. Two finance ministers, P Chidambaram and Arun Jaitley, also promised OROP in vague terms in their budgets.

However, the real issue is emotional for ex-servicemen. They love their ranks, and two people who retired with similar ranks do not like being treated differently. They are also emotional because politicians made open-ended promises to honour their wishes without calculating the costs. They thus feel cheated repeatedly. The ordinary citizen will also back them out of emotion - for no Indian is ungrateful to men in the army who put their lives on the line to defend the country.

When it is about pensioners, the decision is delayed. But, there was no delay in announcing sops for Bihar because election is coming.....

DA MAY INCREASE BY 5% FROM OCTOBER 2015

The Labour Bureau of India has released the Consumer Price Index for July 2015.

It is 263 Points.

If the Index remains at the same 263 level for August 2015, then, it is sure that the IDA rate from October will be increased at least by 5%.

Exact position can be told only on 30th September evening.

This is only a presumption with calculation of two months.

DA will increase.Some people will be happy.That is not the solution.

The price of many commodities is rising.

Purchasing power of workers and pensioners is decreasing day by day.

Government has totally failed to control price rise.

Everything is left to the market forces.

Recent crisis in China will adversely affect Indian economy too.

Hard days are ahead.

CENTRAL TRADE UNIONS FIRM ON STRIKE ON 2-9-2015

All the Central Trade Unions, barring BMS, have decided yesterday to go ahead the proposed general strike on 2nd September 2015. BMS has backed out after the talk with inrter-ministerial committee.
