Com. Chhidu Singh reports from New Delhi:

78.2%: FILE MOVING....
The DoE has directed DoT to seek fresh approval from Cabient to extend the benefit of
78.2% IDA to the BSNL retirees. Cabinet Note  has to be prepared for getting the Cabinet approval.
Iyt is understood that the File has been put up to Secretary, Telecom.
Today or tomorrow the Secretary may sign the File
and then the Estt section in Sanchar Bhavan will prepare the Cabinet Note.

Next stage is to take consent from the nodal departments. 
It may take one month or little more than that.
Then,  the  Note containing the proposals  will go to Cabinet.
We are happy that the File started moving in Sanchar Bhavan.

No decision that will raise drug price: Narendra Modi



Government will not take any decision that will effect a rise in the price of drugs,Prime Minister Narendra Modi today said. Modi gave this assurance to a Keralaministerial delegation headed by Chief Minister Oommen Chandy which shared with him "apprehensions" that the cost ofmedicines required for treatment of diseases like cancer, HIV, TB, malaria and diabetes is likely to shoot up.

"There is an apprehension in the country that the prices of essential medicines will shoot up...When we informed this to the Prime Minister, he assured us that no decision would be taken by his government which will pave way for price rise of drugs. "He has assured us that the Central government will not create a situation for that," Chandy told reporters here.

RETIRED BEFORE 1-1-2007 AND AFTER 1-1-2007, BOTH.
THE LETTER MAY REACH DOT TODAY AFTERNOON.

It is understood that the Department of Expenditure has, finally, disposed the case.
The letter addressed  to Telecom Department was signed 
by the Under Secretary in DoE yesterday.


The contents are not known  at present.  We are waiting for the details.

78.2 CASE
Our CHQ is receiving frantic enquiries from many quarters on the issue.  Hence, this  posting.
 
On 5th September 2014, in the SCOVA meeting,   the Department of Expenditure gave a categorical assurance that 
they would convey their views on the proposal from DoT  WITHIN ONE WEEK.
Now,  40 days have passed after that.  DoE has not yet conveyed their views to DoT.
 
Why? We do not know why DoE is withholding the File.
Com. Chhidu Singh is making  constant efforts.  Let DoE give their views, this way or the other.
Why should they delay it?
 
When we get definite information, we will convey to all through this Website.
 
Be patient.  We will get it.  Nobody can deny it.  
Some buraucrats can delay it.  They can  do that much harm to the pensioners.

Supreme Court to hear case against 

withdrawal of drug price cap

NEW DELHI: The Supreme Court has agreed to hear a petition challenging a recent government circular that did away with price caps on at least 108 drugs crucial to treatment of diseases such as TB, cancer and diabetes.
The National Pharmaceutical Pricing Authority (NPPA) had on September 22, 2014 withdrawn a May, 2013 circular that capped the prices of these non-essential drugs, in line with a directive from the ministry of chemicals and fertilisers.

In a public interest litigation, advocate Manohar Lal Sharma contended that the September 22 circular was against public interest as it would place drugs crucial to treating diabetes, blood pressure, cancer and rabies beyond the reach of common man.
He also demanded a CBI inquiry into what he claimed was the sudden turnaround in NPPA's action. A three-member bench, led by Chief Justice of India H L Dattu, on Thursday agreed to hear the PIL soon.
In May last year, the NPPA had issued a set of guidelines that empowered it to invoke its exceptional power under the Drug Price Control Order to cut prices of drugs in eight therapeutic categories if it found huge price differences between brands, and in July it invoked this power to cap prices of 108 drug formulations in therapeutic categories such as diabetes and cardiovascular drugs. Drug companies, both domestic and MNCs, challenged this in the High Courts of Delhi and Mumbai.
They objected to any government interference in prices of non-essential drugs. Following this, the ministry of chemicals and fertilisers had referred the issue to Solicitor General Ranjit Kumar, who had dubbed the NPPA action as an "over-reach". The ministry had then advised the NPPA to withdraw its May, 2013 circular.
Sharma's PIL, filed in an urgent out-of-turn basis, claimed that there were around 4.1 crore diabetes patients, 5.7 crore coronary heart disease patients, 22 lakh TB patients, 11 lakh cancer patients, 25 lakh HIV/AIDS patients and 6 crore blood pressure patients in India. Any rise in prices of drugs for these diseases would pose a threat to their lives - a fundamental right guaranteed by the Constitution. He alleged that the NPPA's earlier order was withdrawn for "vested interests" to permit the industry to reap "windfall profits".
He claimed that prices of Glivec, an anti-cancer tablet, rose from Rs 8,500 to Rs 1.08 lakh, that of Plavix, a blood pressure/heart ailment drug, from Rs 147 to Rs 1,615 and antirabies drug Kamrab from Rs 2,670 to Rs 7,000.

India's Kailash Satyarthi, Pakistan's Malala Yousafzai 

declared Nobel Peace prize winners


Child rights activists Kailash Satyarthi of India and  Malala Yousafzai of Pakistan   were awarded the Nobel Peace Prize on Friday, in what is being seen as a highly symbolic push to end a decades-old rivalry.

Satyarthi has been heading a more than three-decade long campaign for child rights, pushing for their education and fighting against child trafficking and bonded labour.
“This award is recognition to all activists fighting against the exploitation of children and slavery,” said the 60-year-old activist, the second Indian to win a Nobel Peace prize after Mother Teresa who was given the award in 1979.

Malala Yousafzai, now 17, is a schoolgirl and education campaigner in Pakistan who was shot in the head by a Taliban gunman two years ago.
 
The Nobel jury said the prize was going to the two for “their struggle a against the suppression of children and young people and for the right of all children to education."


Signalling a larger intent behind jointly awarding the prize, the Nobel Committee said it “regards it as an important point for a Hindu and a Muslim, an Indian and a Pakistani, to join in a common struggle for education and against extremism.”


Satyarthi’s organisation, the New Delhi-based Bachpan Bachao Andolan, has been at the head of the fight against child labour, creating domestic and international consumer resistance to products made by bonded children as well as with direct legal and advocacy work.

The father-of-two, who is an electrical engineer by training, has rescued some 80,000 children sold to pay their parents' debts and helped them find new lives.

THE INTERNATIONAL ACTION DAY

 was observed- by KERALA CIRCLE 

On the call of the Circle committe of our Association , Meetings/ 
rallies, etc. were conducted at various SSA headquarters .
At Trivandrum our All India President P.S. Ramankutty addressed the gathering . Dist. 
Secretary K. Raveendran and S.G.Panicker,etc.spoke on the occasion. 

At Mavelikkara in Alappuzha SSA the pensioners demonstrated in front of BSNL office. The 
programme was inaugarated by Adv. Santhosh Kumar, Municipal Councillor. 

In Kottayam SSA more than 120 Pensioners floaked in front of GM office and Association 
leaders M.C.Chacko, K.Gopalakrishnan , P.J.Thomas ,Gopidasan ,etc. addressed the gathering.

In Ernakullam SSA rallies were organised at 5 places in which large number of pensioners 
participated .

At Ernakullam BSNL Bhavan the meeting was inaugarated by Dr. Sebastian Paul ,Ex-M P.
T.P.George, K.M. Iype,P.N.Soman,etc. addressed the meeting.
 
At Kochi the meeting in front of theTelephone Exchange was inaugarated by Benedict 
Fernandez (CITU) and addressed by Sakaria Fernandez (AITUC) .Association leaders 
M.A.Sasidharan,P. Vadivel,K.Dharmajan, Premananda Pai, etc. addressed the gathering.
 
At Aluva the rally culminated at the Railway Station premises and the meeting was inaugarated 
by Pro: Joy Job Kulaveli . Circle Secretary R.N.Padanair , CGPA Secretary Kunhikochu, V.R.R.Nair, 
etc. addressed the pensioners. 
 
The meeting at Perumbavoor Telephone Exchange was inaugurated by K.E. Noushad (CITU). 
Assn: Leaders TNN Nambiar, O.N.Gopalan,etc. spoke on the occation.
 
At Muvattupuzha the meeting in front of Customer Service Centre was inaugarated by 
U.R.Babu, Municipal Chairman . Association leaders K.M. Joseph , K.V.Joseph , P.Padmanabhan, 
P.P.Velayudhan ,etc. addressed the gathering . 
 
At Tirur in Malappuram SSA the Pensioners assembled at the BSNL office and demonstrated .

ANTI -UNEMPLOYMENT DAY

DEMONSTRATION FROM 4 PM TO 6 PM ON 3/10/2014 NEAR  CHEAPAK GUEST  HOUSE CHENNAI-5   




MORE THAN 200 MEMBERS TOOK PART IN THE DEMONSTRATION HELD IN A PUBLIC PLACE. THE JOINT PRESIDIUM  WAS HEADED BY COM. MOORTHY( CH TD.),  K. MUTHIALU (tn circle)      MUKUNDARAJAN,  (AIFPA). 


AFTER RAISING  SLOGANS FOR UNITY AMONG PENSIONERS, AGAINST UNEMPLOYMENT COM. V. RAMA RAO CIRCLE SECRETARY, TN CIRCLE SECRETARY WELCOMED ALL.



COM. K. MUTHIALU SAID THE GOVERNMENT CAN CREATE MORE OPPORTUNITY BUT THE BAN ON RECRUITMENT SINCE 1984 EXISTS EVEN TODAY. IN BSNL CONTRACT STAFF/AND OUT SOURCING IS DONE IN LARGE SCALE.   OUR ORGANISATION WHICH IS AFFILIATED TO THE GLOBAL ORGANISTION SHALL JOIN IN THE FIGHT AGAINST THE UNEMPLOYMENT.

COM. CH. VENKATACHALAM, GENERAL SECRETARY, ALL INDIA BANK EMPLOYEES ASSOCIATION, EXPRESSED HIS FELICIATION FOR CONDUCTING THIS PROGRAMME BY THE RETIRED EMPLOYEES WHILE MANY SERVING EMPLOYEES ENJOYING THE HOLIDAY TODAY. THE WFTU WHICH WAS FORMED IN 1945 AT PARIS,  IS OBSERVING 3RD OCT EACH YEAR, AS ANTI-UNEMPLOYMENT DAY, FOR SOCIAL CAUSE AND JUSTICE.  HE APPRECIATED OUR ASSOCIATION FOR AFFLICTION WITH THE WORLD BODY AND IMPLEMENTING ITS CALL TO SAVE THE WORKING CLASS AND THE DEMOCRACY.  30% OF THE YOUTH ARE UNEMPLOYED THAN IN OTHER COUNTRIES. NO WORTH PROPOSAL HAVE COME FROMMODI GOVERNMENT TO EASE THE UNEMPLOYMENT SITUATION.  THE BASIC PROBLEM TO BE ADDRESSED IS THAT OUT OF; 125 CRORES OF POPULATION, ONLY 6 CRORES OF ORGANISED THUS LEAVING THE REST 44 CRORES OF UNORGANISED WORKERS. SEVERAL COMMITTEES FORMED TO ELIMINATE POVERTY HAS DONE NOTHING BUT ONLY THE BPL(below poverty line)  THE SCALE IS CHANGED AND THE RESULTANT EFFECT ABOUT 10CRORES PEOPLES ARE PUSHED UNDER THE BPL.  UNEMPLOYMENT PUSHES THE YOUTH IN TO THE HANDS OF NAXAL/TERRORIST ORGANISATION WHICH HAS ADVERSE RESULT IN SOCIETY.  THE BANKS NON PERFORMANCE ASSESTS ARE MOUNTING AND PUSHING THE THE ECONOMY TO LOWER GDP.

 HE SAID  IN EACH AND EVERY OF OUR FAMILY WE HAVE AN UNEMPLOYED YOUTH WHICH IS A REALITY. AS AGAINST OLDEN DAYS THERE ARE MORE NUMBER OF COLLEGES BUT THE ENGINEERING SEATS GO BEGGING. MORE UNEMPLOYED GIVES ROOM FOR ANTI SOCIAL ACTIVITIES. HE SAID IT WAS DURING VAJPAYES PRIME MINISTER SHIP THE FLOOD GATE OF TELECOM WAS OPENED TO FOREIGN  CAPITALISTS/MONOPOLY. HE WAS CRITICAL OF THE RECENT ORDERS OF THE CENTRAL GOVERNMENT IN RELAXING THE  DRUG CONTROL ORDERS RESULTING IN THE MEDICINES FOR CURING  CANCER, BP ETC HAS BEEN RAISED TO MANIFOLD, AND BEYOND THE REACH OF A COMMON MAN.

COM. VENKATACHALAM EXPLAINED IN DETAIL OUR ORGANISATION APPROVES THAT WE ARE PART OF THE SOCIETY AND THE UNEMPLOYMENT  WILL CREATE AN IMPACT , ESPECIALLY EDUCATED UNEMPLOYED. HE REFERRED ABOUT A COMMISSION CONSTITUTED  BY TN GOVERNMENT, WHICH  HAS POINTED OUT THAT UNEMPLOYMENT IS THE MAIN REASON FOR MANY CASTE/RELIGIOUS CLASHES AND INEQUALITY IN THE SOCIETY. HE SAID THE EX CHIEF MINISTER OF TAMILNADU  SELVI. J JAYALALITHA, HAS SAID "  UNEMPLOYMENT IS JUST LIKE ONE HAVING A BOMB IN HIS STOMACH. "  THERE IS CONSISTENT ATTEMPT TO  REDUCE/CUT DOWN PENSION BY VARIOUS GOVERNMENT WORLD OVER. IN INDIA NEW PENSION SCHEME (nps) IS AN OFF SHORT. THE LABOUR BUREAU IN CHANDIGHAR HAS RELEASED AN OFFICIAL REPORT THAT 13.8%  ARE UNEMPLOYED IN TAMILNADU.  THE CIA AN AMERICAN ORGANISATION HAS GIVEN STATISTICS THAT THE UNEMPLOYED FIGURE IS 8.8% IN INDIA AND HAS SAID THE UNEMPLOYMENT IS LESS IN SOCIALIST COUNTRIES THAN IN CAPITALIST COUNTRIES. WHEN BANK EMPLOYEES FOUGHT FOR THEIR RIGHTS 3 DECADES AGO THE UNEMPLOYED WAS PUT AGAINST THEM . 
HE APPEALED FOR CO-OPERATION IN TACKLING THE UNEMPLOYMENT; GUIDELINES OF TUI ( P & R)
