ONE RANK - ONE PENSION  TO THE FINALITY

The Defence Ministry has arrived at a consensus formula of One Rank One Pension (OROP)

with the defence forces and has referred the calculations to Finance Ministry for its decision.

This was informed by the defence ministry to the parliamentary standing committee on defence.

In a scathing observation, the standing committee observed that the ORO

“issue has been protracted for considerably long passage of time and it is beyond

the understanding of the Committee as to what reasons are preventing the Government

from making necessary decisions and arriving at a solution”.

 

The details of the formula are not mentioned in the report.

However, it is believed that the problem of variations in rank and last pay drawn 

has been solved by creating standardised slabs for each rank with a certain length of service. 

Navdeep Singh, a lawyer in the Punjab and Haryana High Court and an expert on veterans’ issues, says,

“Mr Parrikar has proactively ensured a consensus of all stakeholders as per the actual concept of OROP 

which broadly implies that the pensions of past retirees would be based upon the pensions 

of fresh retirees and revised periodically. OROP is likely to be applicable from 1st April 2014.”

13-5-15 DHARNA PROGRAMME   DEFERRED
The Secretariat our CHQ met at CHENNAI on 29-4-15.  It reviewed all the developments regarding 78.2% to
PENSIONERS.  IT took into consideration Hon. Minister Shri Anantha Kumars intervention, subsequent
meetings with Secretary DOT,  Member (F), Member (S) and Director (Estt) and also the opinion of Com D.D.
Mistry, G.S. BDPA Gujarat ( The only BSNL Pensioners Organisation to respond to our call).  It was finally
decided to POSTPONE the programme of dharna on 13-5-15.    We request the Circle Secretaries kindly to
inform our District Branches.  Detailed Circular will follow.

Com RK has helped us in strengthening of Coimbatore SSA, Re-Formation at Tiruchirapalli SSA and Vellore SSA, Formation at Erode  SSA and at Coonoor now.  We thank him  once again.

Our All India Organising Secretary and Circle President com K. Muthialu  and also Com  A Suguraman  TN Circle V.P.in Salem West  and also  helped us for ther formation in the above SSAs.

Com.Purushothaman has welcomed the gathering.

A branch at COONOR was inagurated as decided in our Tamilnadu Executive meet held at Vellore.

SUBMISSION OF MEMORANDUM TO VII CPC

LETTER TO MEMBER(F) on 78.2 issue

MRS: RESTORATION OF MEDICAL ALLOWANCE:
HOW MANY, HOW MUCH?    HOW MANY, HOW MUCH?.....................................

Pensioners Associations have been demanding restoration of medical allowance

without voucher at least for the pensioners. 

After lot of persuasion, the BSNL Corporate office asked the Circles to intimate

how many pensioners are availing the BSNL MRS and how much was spent on

outdoor treatment and how much is anticipated as expenditure for outdoor treatment

for the next three years etc. etc.

 

The Circles simply ignored the Circular from Corporate Office, as usual.

Only Corporate Office, Mumbai Telephone Factory, WTR, STR and QA Circles have so far

 replied to the query from the Corporate Office. They represent just 5-10 percent of pensioners.

Now, on 23-4-2015, the Corporate Office has sent a reminder to all Circles to supply the DATA. 

BSNL Circles will not act upon the Circular or reminders and reminders. 

 

BSNL Corporate Office must have some DATA through the ERP. 

Corporate Office should take a policy decision in the matter with that DATA.

A SUCCESSFUL MISSION

ANOTHER MEETING WITH MEMBER (FINANCE)

Comrades G Natarajan (GS) and K Muthiyalu (Org Secretary) along with

Com. R L Kapoor, Legal Committee Member

met the Member (F) of Telecom Commission once again today and discussed about

Ø      Application of 7^th CPC report to BSNL retirees   and

Ø     78.2% IDA for pension revision.

7th CPC office has now officially asked comments from Dept. of Telecom on our Memorandum. 

It is only because of our meeting with Joint Secretary to 7^th CPC yesterday.

Member (Finance) assured that suitable reply would be sent to the Pay Commission soon.

On the case of 78.2%, Member (Finance) raised some queries on relevance of Nakara Case

judgement in the matter, the financial benefit that can be derived from the change of

fitment formula from 68.8% to 78.2% etc.  Our leaders explained the position.

[Com. D Gopalakrishnan prepared a chart on the financial benefit with 68.8% and 78.2% and

sent it as Email to Member (F).  She was kind enough to acknowledge receipt of it.]

 

Ultimately Member (Finance) assured that she would immediately clear the file

on 78.2%, pending with her for the last few weeks.

 

We are waiting with hopes.

Our leaders returned from New Delhi today night, after the successful mission.

BSNL MRS:  OUTDOOR TREATMENT CEILING

The BSNL Corporate Office has clarified once again that the Heads of Circles

can waive the ceiling limit on expenditure for outdoor treatment for chronic diseases.

22-4-15:  MEETING WITH JT. SECY 7th CPC:

Com K. Muthiyalu reports that Our leaders today met Jt. Secretary, 7th CPC in New Delhi. Our leaders reminded him that when our Association  submitted our memorandum to 7th CPC, the 7th CPC  told us that we will be invited for discussion on our demands. when our leaders mentioned that there was no invitation so far, the Jt. Secretary told that they will invite us for discussion soon.

21st APRIL 2015 CHQ NEWS

MEETING WITH MEMBER (FINANCE) ON 78.2% CASE

Yesterday, our leaders – Com. G Natarajan (GS), Com. P Gangadhara Rao (AGS) and

Com. K Muthiyalu (Org. Secretary) – met Smt Annie Moraes, Member (Finance)

of Telecom Commission and discussed the case of 78.2% IDA for pension revision. 

When our leaders pointed out the undue delay in the case and the serious concern of

BSNL pensioners all over the country, the Member (Finance) said that it is only usual

Administrative delay. Finally, she assured that she would clear the File very soon. 

We hope that the revised Cabinet Note will be sent to the four nodal departments

for their views/consent soon.

MEETING WITH (SERVICES)

Our leaders met the Member (S) Shri Yadav also. 

He told that he is quite new to the post and hence requires time to study the case.

DHARNA ON 13th MAY 2015

We are not satisfied with the progress in the above case. 

As such, as decided by our Nagpur CWC meeting, we are going ahead with the programme

of protest dharna on 13-5-2015.  All our comrades are called upon to be prepared for it.

PENSION ANOMALY CASE

The case filed by our Association came up today before CAT, Principal Bench, New Delhi.

The Respondents (BSNL, Department of Telecom, Department of Pension, etc.)

 have filed their counter affidavits.  Now, it is our turn to file Rejoinder to their arguments. 

For that, about one month’s time is given and  next date fixed is 25th May 2015.

Our Legal Committee will prepare the rejoinder within a week and send it to our lawyers.  

RAJASTAN CIRCLE CONFERENCE

Rajastan Circle Conference of AIBSNLPWA was held  at Jaipur. 

Com. G Natarajan (GS) and Com. K Muthiyalu (Org. Secy) participated in the Conference

representing CHQ and spoke elaborately on the main issues like 78.2% IDA,

Pension Anomaly, 7th CPC Benefit etc.

Veteran leader of Telecom workers  in Rajastan, Com. Kishori Lal Sharma,  graced the occasion.

The Conference re-elected Com. Sampath Singh as the Circle President and

Com. Ram Avtar Sharma as the Circle Secretary.

THE INEFFICIENCY ESTABLISHED AGAIN.....

On 26th March 2015,  BSNL Corporate Office sent a circular to all  Circles to supply some
data regarding the Pension anomaly of those BSNL staff retired before completing 10 months
in the company. Circles were asked to supply the data within ten days.  
ONLY THREE CIRCLES HAVE SUPPLIED THE DATA !
OTHERS DID NOT CARE!!
Now, on 17-4-2015 the Corporate Office has sent a reminder asking all circles to
treat the matter as most urgent.
The case is coming up before CAT, New Delhi on 21-4-2015.
