26-2-15: DELAYS IN MEDICAL BILL PAYMENT IN CHTD:
There is abnormal delay for more than 3 months for payment of Medical Bills in CHTD. CHTD Officers say that it was due to ERP change over formalities.  But even after 3 months not a single bill payment was made to pensioners whereas medical bill payment was made to working employees.  This provoked our CHTD leaders and Pensioners.              
                                                    
Com M. Govindarajan, Circle Secretary met Smt. Sumitra Sampath, DGM (FC) and had a detailed discussion and brought to her notice about the  discrimination  shown by CHTD Officers between workingand Retired employees. Com M. Govindarajan told her that our Association is ready to help the administration to get the details from the pensioners if required.

ERP FAILS FOR PENSIONERS ONLY?
It is reported that in many of the Circles the medical bills submitted by pensioners are
not cleared for last six months or even more. 
 
Failure of ERP is pointed out as the main reason.  Some officers say that proper training is not imparted to the staff. 
BSNL facing a financial crisis has spent about Rs 5000 CRORE on ERP.  
ERP is gone live in 30 Circles.  It will go live in remaining Circles by August 2015, according to Corporate Office of BSNL. 
But, there is no programme to impart training to all concerned.  
After spending huge amount for installation and maintenance and wasting time,
Corporate Office has issued a circular yesterday calling for volunteers to give training to other Executives.  
If the problem is with ERP and lack of training, how, then, the medical bills of serving staff are cleared and those of pensioners only are kept pending?  
ERP cannot discriminate serving and retired staff.  Only human brains can do that.
Retired people deserve preference in the matter. 
It is inhuman to keep their medical claims pending.

78.2% IDA CASE
Com. R L Kapoor, our Legal Committee member from Delhi reports:
“It is understood that the Estt. Section of Department of Telecom has finalized the reply to the queries raised by Member (Finance) on the proposals.  The queries are mainly about arrears from 1-1-2007 to 10-6-2013, pension liability beyond 60% of the revenue from BSNL to Govt, impact on the MTNL pensioners etc.  Suitable reply/clarification  has been prepared to these queries.  The  replies will go to Finance Section within a day or two.”
The  exercise of asking query by one Section and replying
by another Section in Telecom Department  is being repeated. 
It delays the case. BSNL pensioners all over the country are restive.

IMPRESSIVE PARLIAMENT MARCH
We congratulate the entire service staff in BSNL and their unions for staging an impressive Parliament March yesterday in New Delhi.
Well done, but this may not be enough to win over the customers and to save BSNL.

GOOD NEWS FOR BSNL
Finally the Minister for Communications has announced in parliament yesterday that government proposes to invest huge sums in BSNL for improving the networking.  It is also revealed that nothing precious was done to improve networking during 2009-2013.  The former CMD, Mr. Upadhyay, when took over charge accused his predecessor of not taking any action to improve the service.  Now the minister himself says that Mr. Upadhyay also failed in this direction.  
But, one thing former CMD has done: He introduced ERP spending about
Rs 5000 crores.  And the pensioners all over India are not getting their medical bills passed because of the ERP.

NATIONAL PORTABILITY FOR MOBILE
The Telecom Regulatory Authority of India (TRAI) has taken yet another important decision, within few days. 
Now, from 3-5-2015, the Mobile subscribers can change their service provider anywhere in India, without changing their mobile number. This Mobile Number Portability (MNP) is allowed within the home circle only now. MNP becomes national from May 2015.
Only those who change their residence permanently may require this facility.  Mostly youngsters who go to other states for job etc. Anyway, the customers will generally welcome this new regulation.
WHO ARE THE GAINERS AND LOSERS?
When circle portability was allowed, large number of BSNL mobile subscribers migrated to private cellular companies, thanks to the inefficient service being provided by the BSNL.  Kerala circle was the only exception.  Now, the service in Kerala also has become unsatisfactory. As such, BSNL may lose some more mobile subscribers.
Private Companies lure the subscribers with many attractive offers. Whereas, the BSNL is withdrawing some good offers given earlier; that too without any proper announcement.

STD CALLS,    CALLS TO AND FROM LANDPHONES 
WILL BE CHEAPER...
WHO ARE THE BENEFICIERIES? 
No doubt, the Customers who use landphones are the first beneficieries.
Private companies have not provided much land phones.  So they do not lose much.  
On the other hand, they will be the second beneficieries.
WHO ARE THE LOSERS?
BSNL and MTNL who have provided  98% of landphones will get less revenue.  
They are the losers.

STD CALLS WILL BE CHEAPER
Long distance calls, mainly made from landline phones, are set to become cheaper. The Telecom Regulatory Authority of India (Trai) on Tuesday announced a cut in carriage charges in this regard, which an operator pays another for carrying a call, to 35 paise a minute from the current 65p a minute. ..... (BUSINESS TIMES)

We observe that many officers at the top speak nicely when leaders of pensioners meet them.  
But, nothing concrete is done.  We do not like to comment further on this issue at this stage.

" 23.02.2015: Meeting with Member (Services), DoT GS and GS, AGS AIRBSNLEWA Shri Kishan Singh and Shri Rakesh Sriwastava met Shri Rajeev Aggarwal, Member (Services) DoT and requested for an early reply to Member (Finance) on 78.2% IDA fixation for BSNL Pensioners. Member (Services) appreciated our concern and mentioned that the issue will be resolved but getting delayed due to departmental process. He also expressed his concern that this issue could have been settled along with BSNL serving employees itself however, he advised to meet and discuss with DDG (Estt) for the early comments."

BPS POINTS OUT OUR  DEMAND BEFORE CPC
We are thankful to Shri S C Maheshwari, GS of Bharat Pensioners Samaj (BPS)
and Chairman of Bharat Central Pensioners Confederation (BCPC)
for raising our demand that
BSNL pensioners should be treated at par with other CG pensioners for all purposes, 
extension of the fitment benefit to BSNL pensioners”

COMRADE S.K. VYAS  NO MORE
A great soul & a fighter for pensioners cause comrade S.K.Viyas has left for heavenly abode.May God grant peace to the departed soul & strength to all of those left behind to bear the loss

We are shocked to hear  that Com. S.K.Vyas, the legendary leader of the Central Govt. Employees and   Pensioners, is no more.  He passed away at  08.20 PM on 13 February 2015, in a Jaipur hospital, where he was admitted  few days back after a massive heart attack.  He was recovering, but all of a sudden, the situation worsened and he passed away.

He was 85 years. Despite his old age, Com. Vyas wes very mobile, active and energetic.
His funeral will take place at Jodhpur on 14th Feb 2015. 
Com.Vyasji was the Secretary General of the Confederation of Central Govt. Employees and workers for more than four decades since 1967. With rich experiences and wonderful memory Vyasji was a walking encyclopaedia as far as central service staff issues are concerned.
He was holding the post of Secretary General of Bharat Central Pensioners Confederation.


His death is an irreparable loss to the entire CGEs  and Pensioners movement.
Our heartfelt condolences to the bereaved family, friends and comrades.

S K Vyas,a wonderful personality
On 2nd February 2015, I telephoned S K Vyasji to seek his help in raising our issues in the SCOVA meeting to be held next day.  His grand-daughter told that Vyasji was in the ICU in a hospital at Jaipur after massive heart attack.  The great fighter succumbed to the ultimate destiny yesterday night.
I had the opportunity to work with him very closely for more than 12  years when I was the general secretary of T III union.
In 1997 September, when the negotiations between the Government and leaders of Central govt. Staff were going on regarding the fifth Central Pay Commission report, he used to come to my office in the night around 11 PM or even at midnight with all information about the talks.  Then we used sit together up to 3 AM before my computer and work out the gains. Again, at 9 AM he used to be in the Staff Side office for further discussions. He was very energetic. When the government offered 30% fitment formula, many leaders were inclined to accept it.  But, through Vyas, we insisted upon 40% benefit. Side by side, some of us used the political influence also, in the given political situation at that time when Mr. I K Gujral was the Prime Minister.  Finally we got 40% fitment formula accepted by the Prime Minister.
I remember how meticulous Com. Vyas was.  I cannot write more in this brief Note.
I pay my respectful homage to this wonderful leader who devoted about 60-65 years of his life for the central government employees in India.

PENSION  ANOMALY  CONVENTION  AT  MADURAI



Pension  Anomaly  Convention was held on 11-2-2015   at TRC,CTO,
Thallakulam,Madurai between 0245 pm to 0515 pm under the presidentship  of M.Raveendran 

Comrade G.R.Dharmarajan District Secretary welcomed the participants along with his team.






Madurai comrades made very good arrangements.60 including affected members along with leading members paricipated the meeting.



Comrade D.G has spoken about the role played by CHQ on the anomaly case filed by us and the details to our members.

Comrade V.Ramarao Circle Secretary TN has also spoken about the total no of people in Tamilnadu circle affected and recollected the meeting held in Chennai.

Both D.G and V.R appreciated the arrangements extended by Madurai Comrades and thanked one and all/

POST  CARD CAMPAIGN

We call upon all BSNL retirees in India - no matter he/she is our member or not -  to send a post Card to the Honourable Minister Shri Ravi Shankar Prasad requesting his intervention to extend the benefit of 78.2% IDA  to    the BSNL Pensioners without further delay.

“Request your help to extend benefit of 78.2% Ida to BNNL pensioners
in pension revision with effect from 1-1-2007 without further delay”.

Please do it immediately to avoid further delay.

It is essential  to avoid delay in the case.

It is reported by Comrade V.Saminathan Tanjore Disrict Secretary 0n 4-2-2015 that their members sent 398 Post cards,45 SMS and 10 Emails to Minister requesting intervention.

‘Implement Seventh Pay Commission report’ Special Correspondent The All India BSNL Pensioners Welfare Association urged the Centre to implement the Seventh Pay Commission report with effect from January 1, 2014. A resolution to this effect was adopted at the 10th annual general body meeting of the Salem West district branch of the association held here recently. M. Amirthalingam, former DGM, BSNL, and president of the association, presided. Another resolution demanded creation of a permanent Statutory Wage Board for revising the pay and pension periodically. The meeting also demanded the Government to restore commutation of pension after 12 years as already recommended. The other resolutions include increasing fixed medical allowance from Rs.500 to Rs. 2,000 a month, extending the admissibility of C.C.S (M.A) Rules, 1944 to the Central Government pensioners not covered under CGHS as already recommended, sanctioning funeral grant of Rs.10,000 on the death of pensioner/family pensioner to the family; provision of 50 per cent of concession in all public transport system and creation of CGHS Hospitals in all district headquarters. The association also demanded merger of 50 per cent IDA / CDA with basic pension immediately and scraping the New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.  Hon. MoS instruction to  DoT/BSNL  on 78.2 % and PENSION ANOMALY

Today 26th SCOVA meeting was held at New Delhi in the presence of MoS Shri Jithendra Singh.  The old item 7 & 8 i.e. 78.2% merger benefit to pensioners and pension anomaly cases were raised by Shri Shiv Gopal Misra, Secretary, JCM and supported by Com S.C.Maheswari (Bharat Pensioners Samaj) and Com D.Balasubramaniam (AIFPA).  Hon. MoS instructed that DoT/BSNL should decide the issues within a time-frame.  Ultimately Joint Secretary DoP&PW instructed DoT officials to settle both the issues within a month.

The above information was conveyed through E-mail by Com S.C.Maheswari and confirmed by Com D.Balasubramaniam of AIFPA over phone.
