EPF   சில விபரங்கள் 
.. நன்றி  திரு செல்வம் பழனிசாமி  முக நூல் -அவர்களுக்கு 

மாதச் சம்பளம் வாங்கும் அனைவருக்கும் பிஎஃப் கணக்கு என்பது நிச்சயம் இருக்கும். பிஎஃப் கணக்கில் தெரிந்து வைத்திருக்க வேண்டிய முக்கிய 10 விஷயங்கள் எவை என்பதை சென்னை மண்டல ஆணையர் எஸ்.டி. பிரசாத் விளக்குகிறார்.
நாமினி!
"முதலீடு செய்யும்போது நாமினி என்பது முக்கியமான விஷயம். பிஎஃப் முதலீட்டுக்கும் நாமினி என்பது மிகவும் முக்கியம். வேலைக்குச் சேரும்போது பலரும் திருமணம் ஆகாமல் இருப்பார்கள். அப்போது பெற்றோரின் பெயரை நாமினி யாகக் காட்டியிருப்பார்கள். ஆனால், திருமணத்துக்குப் பிறகு நாமினியின் பெயரை மாற்றுவது முக்கியம். அதேபோல, நாமினியாக நாம் காட்டியவர் திடீரென இறந்துவிட்டால் புதிதாக வேறு ஒரு நாமினியை உடனடியாக நியமிப்பது அவசியம். வேலைப் பார்க்கும் நிறுவனத்தின் மூலமாகவோ அல்லது நேரடியாக பிஎஃப் அலுவலகத்துக்கோ சென்று புதிய நாமினியை நியமிக்கலாம்.
பென்ஷன்!
பத்து வருடத்துக்கு மேல் ஒருவர் பிஎஃப் கணக்கில் தொடர்ந்து பணம் செலுத்தி யிருந்்தால் அவருக்கு பிஎஃப் பென்ஷன் கிடைக்கும். இந்த பென்ஷன் தொகையை 50 முதல் 58 வயதுக்குள் எப்போது வேண்டு மானாலும் திரும்ப வாங்கிக் கொள்ளலாம். 10 வருடத்துக்கு முன்பு வேலையை விட்டு நிரந்தரமாக விலகும்போது பென்ஷன் தொகை அட்டவணை D-யின்படி கிடைக்கும். இந்தத் தொகைக்கு வட்டி கிடையாது.
மேலும், 1.9.2014-க்கு பிறகு வேலைக்குச் சேர்ந்தவர்கள், மாதச் சம்பளம் 15 ஆயிரம் ரூபாய்க்கு மேல் வாங்குபவர் களுக்கு பென்ஷன் கிடையாது. பிஎஃப் செலுத்தும் தொகையில் அதிகபட்சமாக பென்ஷனுக்காக ரூ.1,249 பிடிக்கப்படும். இந்தப் பென்ஷன் தொகை பிஎஃப் உறுப்பினரின் ஆயுட்காலம் முழுவதும் வழங்கப்படும். பென்ஷன் காலத்தில் உறுப்பினர் இறந்துவிட்டால் அவரது வாரிசு தாரருக்கு இந்த பென்ஷன் தொகை கிடைக்கும்.
இடையில் பணம் எடுத்தல்!
பிஎஃப் தொகையை சில காரணங்களுக்கு மட்டும் இடையில் எடுக்க முடியும். இதற்கு குறைந்தபட்சம் 5 வருடம் பிஎஃப் உறுப்பினராக இருந்திருக்க வேண்டும். அதாவது, பிஎஃப் உறுப்பினர், உறுப்பினரின் ரத்த உறவுகள், மகன்/மகளின் திருமணத்துக்கு, மருத்துவச் சிகிச்சை போன்றவற்றுக்குப் பணம் எடுக்கலாம்.
மேலும் வீடு வாங்கவும், வீட்டைப் புதுப்பிக்கவும் கடன் வாங்க முடியும். எந்தெந்த செலவு களுக்கு எவ்வளவு தொகை எடுக்க முடியும் என்பதைhttp://www.epfindia.com/site_en/WhichClaimForm.php இணைய தளத்தில் பார்க்கலாம்.
பிஎஃப் கணக்கை முடிப்பது!
பிஎஃப் கணக்கில் செலுத்தும் தொகை முழுவதும் இடையில் எடுக்க முடியாது. அதாவது, நிரந்தரமாக வேலையை விட்டுச் செல்லும்போதுதான் பணத்தை எடுக்க முடியும். 58 வயதுக்குமுன் சொந்த தொழில் செய்வதற்காக அல்லது மருத்துவ ரீதியான பிரச்னையினால் பணியிலிருந்து விலகும்போது, நிரந்தர ஊனம் ஏற்படும்போது, நிறுவனத்தை மூடும்போது பிஎஃப் கணக்கில் இருந்து பணத்தை வெளியே எடுக்க முடியும்.
இன்ஷூரன்ஸ்! (Employees’Deposit-Linked Insurance Scheme)
பிஎஃப் உறுப்பினராக இருப்பவர்களுக்கு தொழிலாளர் வைப்பு சார் ஈட்டுறுதி காப்பீட்டுத் திட்டத்தில் கவரேஜ் கிடைக்கும். இதில் பணிக் காலத்தில் இறப்பு ஏற்பட்டால் இன்ஷூரன்ஸ் பாலிசியிலிருந்து க்ளெய்ம் பெற முடியும். இந்த பாலிசிக்கான பிரீமியத்தை நிறுவனம் செலுத்தி விடும். இந்த பாலிசியில் அதிகபட்சம் ரூ. 3.6 லட்சம் வரை கவரேஜ் கிடைக்கும். அனைத்து நிறுவனங்களும் இன்ஷூரன்ஸ் பாலிசி பிரீமியத்தைக் கட்டாயம் செலுத்த வேண்டும்.

பிஎஃப் தொகையை வெளியே எடுப்பதற்கு, கடன் வாங்குவதற்கு என ஒவ்வொரு நடைமுறைக்கும் ஒரு படிவம் உள்ளது. அதாவது, பிஎஃப் வழங்கும் இன்ஷூரன்ஸ் பாலிசியின் கவரேஜ் தொகையைப் பெறுவதற்குப் படிவம் 5 சமர்பிக்க வேண்டும். பிஎஃப் கடன் வாங்குவதற்குப் படிவம் 31 உள்ளது. எதற்கு எந்தப் படிவம் என்பதைhttp://www.epfindia.com/site_en/WhichClaimForm.php இணையதளத்தில் பார்க்க முடியும். அதற்கான படிவத்தைhttp://www.epfindia.com/site_en/Downloads.php?id=sm8_index டவுன்லோடு செய்துகொள்ள முடியும்.
புகார் தெரிவிக்க!
பிஎஃப் தொடர்பான பிரச்னைக்கு, சம்பந்தப்பட்ட அதிகாரியிடம் இருந்து சரியான பதில் கிடைக்கவில்லை அல்லது வேலை பார்க்கும் நிறுவனத்தில் பிஎஃப் தொடர்பான பிரச்னை இருந்தால் அது குறித்து புகார் தெரிவிக்க முடியும். இந்தப் புகாரை கடிதம் மூலமாகவும் தெரிவிக்கலாம். அல்லது ஆன்லைனிலும் தெரிவிக்க முடியும்.http://epfigms.gov.in/grievanceRegnFrm.aspx…& என்ற இணையதளத்தில் பிஎஃப் சம்பந்தமான புகார்களைத் தெரிவிக்க முடியும். ஆன்லைனில் புகார் தெரிவிக்கும்போது அந்தப் புகார் மீதான நடவடிக்கை அடுத்த 15 நாட்களுக்குள் எடுக்கப்படும். அப்படி நடவடிக்கை எதுவும் எடுக்கவில்லை எனில் அடுத்தடுத்த அதிகாரிகளுக்கு அந்தப் புகார் செல்லும்.
டிடிஎஸ்!
பிஎஃப் கணக்கி லிருந்து பணத்தை வெளியே எடுக்கும்போது டிடிஎஸ் (TDS)செலுத்த வேண்டியிருக்கும். அதாவது, ஐந்து வருடத்துக்கு குறைவாகப் பணியாற்றி, வேலையை விட்டு நிரந்தரமாக விலகும்போது வெளியே எடுக்கும் பிஎஃப் தொகை 30 ஆயிரம் ரூபாய் அல்லது அதற்கு அதிகமாக இருந்தால், அந்தத் தொகைக்கு டிடிஎஸ் பிடித்தம் செய்யப்படும். இது 1.6.2015-லிருந்து நடைமுறையில் உள்ளது. டிடிஎஸ் குறித்த விரிவான கட்டுரையை படிக்க இங்கே செல்லவும்.

நிரந்தரக் கணக்கு எண்!
பிஎஃப் அமைப்பு UAN(Universal Account Number) என்ற 14 இலக்க எண்ணை நிரந்தரக் கணக்கு எண்ணை வழங்கி உள்ளது. பணிக்காலத்தில் எத்தனை முறை வேலை மாறினாலும் இந்த எண்தான் பிஎஃப் நிரந்தர எண்ணாக இருக்கும். இந்த எண் ஒருவருக்கு ஒருமுறைதான் வழங்கப்படும். கேஒய்சி விதிமுறைகளைப் பூர்த்திச் செய்து தந்து இந்த எண்ணைப் பெற முடியும்.
இந்த எண்ணை நேரடியாக வாங்க முடியாது. பணிபுரியும் அலுவலகத்தின் மூலமாகவே வாங்க முடியும். இந்த எண்ணைhttp://uanmembers.epfoservices.in/uan_reg_form.php என்ற இணைய தளத்தில் கேட்கும் தகவல்களைத் தந்து ஆக்டிவேட் செய்து கொள்வது அவசியம்.

There is a serious crisis.

to overcome a financial crisis.

China has decided to divert 54,700 CRORE Dolor from pension fund and invest in share market to overcome the economic crisis.

In future, India can tell that it follows Chinese example....

ASKING FOR SOME MORE INFORMATION WHICH THE DOT HAS TO GET FROM THE 26 CCAs IN THE COUNTRY AND SUBMIT TO DOE. COM DG CONTACTED THE MEMBER (F) AND ASCERTAINED THAT AS  EARLY AS POSSIBLE THEY WOULD GET AND SUPPLY TO  DOE, UPON WHICH A CABINET NOT HAS TO BE SENT. DUE TO OUR PERSONAL JINTERACTION  WE HAD ON 4/5/6TH WE ARE HOPEFULL OF EARLY SETTLEMENT OF THE ISSUE. HE ALSO SAID ONCE AN ORDER IS ISSUED IT SHOULD TAKE CARE OF TIME BOUND DATE FOR IMPLEMENTATION, READY RECOKENER ETC AND TOLD DELAY WE FACED DURING PRE-2007 REVISION. 

AS REGARDS 7TH CPC OUR MEMORANDUM GIVEN ON 15/1/2015 THE DOT HAS NOT REPLIED TILL THE DATE OF OUR  MEETING SECRETARY DOT  MR.  RAKASH  DARG AND WHEN THIS WAS POINTED OUT HE CALLED THE MERBER SERVICES TO EXPEDITE THE REPLY. DUE TO OUR EFFORTS NOW A REPLY HAS BEEN SENT TO 7TH CPC
THEY HAVE STATED ALL THE FACTS AND COMMENTED "IT MAY NOT BE FEASIBLE" BUT LEAVING SCOPE THAT THE ISSUE MAY BE FURTHER DISCUSSED WITH   CONCERNED MINISTRIES. SO THE DOT HAS NOT REJECTED OUR DEMAND THAT IS DUE OUR MEETING WE HELD WITH SECRETARY DOT AND EXPLAINED OUR POINT THREADBARE.

BSNL MRS Rules - Non Compliance of Circle office 
guidelines  conveyed vide APTB/5-/REP/2014-15    COIMBATORE SSA

On the question of payment of outdoor medical bills certain  SSAs have been restricting  the payment to CGHS rates. After  our pointing  out  the circle office has issued the above guidelines but still the Coimbatore SSA do not  confirm to the above and still  continues to restrict to CGHS Rates only.  
One  Mr.  S. Perumal,  SSS(Rtd) PPO 210026274 & SNO 0599/HR 197100385  has complained that in the payment made to him on 24/7/2015   only CGHS Rates has been applied   and he is denied  his due as per BSNL MRS rules.
 We are attaching his complaint for  your perusal  and also request your   intervention for payment of his eligible  amount as per BSNL MRS Rules.

Letter addressed to our Secretary TN Circle:
Sir, Thank you very much for your immediate action for bringing the matter to PGM.Finance.Chennai 6. I understand that PGM Coimbatore has taken a decision not to implement circle office instructions immediately and that  the CGHS restriction will be dispensed only for the bills received from July 2015 onwards. Therefore it is once again requested to pursue the matter with appropriate authority at circle office for immediate redressal.

 LIFE  IS  STRANGER  THAN  FICTION
One Mr. Lambodharan, who belongs to Kerala, retired as a DGM from Madurai, Tamilnadu. He took voluntary retirement due to failing health. After retirement his health deteriorated. He doesnot remember anything. He is suffering from Alzheimer’sdisease.
Recently, his family approached our Association. They informed that Mr. Lambodharan has not yet received the pension revision with effect from 1-1-2007. Our Kerala Circle President, Com. Gopala Pillai, checked the documents and found that Pr. CCA, Tamilnadu had issued revision orders in 2011 itself but the State Bank of India did not act upon it. Com. Gopala Pillai and Com. Ravikumar (Trivandrum District Treasurer) made all calculations. More than a sum of Rs 8 lakhs was due to the pensioner. Com. Gopala Pillai went to the SBI office in Trivandrum, along with the pensioner and his family, and took up the case with the concerned officers there.
On 17th August 2015, Mr. Lambodharan received a sum of Rs 6.78 lakh from the bank as the first installment of arrears. Very next day, on 18th August 2015, Mr. Lambodharan, expired due to heart attack! 
WHEN IT IS ABOUT PENSIONERS,
EVERYTHING IS DELAYED
The ex-servicemen are demanding OROP implementation from April 2014, as was earlier promised to them, ahead of the 7th Pay Commission coming into force from 2016.

NEW DELHI: Military veterans on Monday stepped-up their agitation against the government's failure to implement the much-promised one-rank, one-pension (OROP) for them, with two ex-servicemen launching a fast unto death and others deciding to boycott all official functions.
What added to the escalating pressure on the NDA government — already grappling with the task of finding an estimated Rs 16,600 crore outgo if OROP implementation takes effect from 2014 (around Rs 8,300 crore per year) for the over 25 lakh veterans — was an open letter to PM Narendra Modi by 10 former service chiefs on Monday. 

Urging the PM to "expeditiously settle" the OROP imbroglio in "an urgent timeframe", the chiefs warned that any further delay would be "at the cost of damaging the pride of veterans and lowering the morale of armed forces", which the nation could ill-afford in the long run.
EXTRA INCREMENT CASE: KERALA HIGH COURT ORDER

The High Court judgement copy was delivered today, 17th August 2015 only.
High Court rejected the arguments of Department of Telecom and upheld the CAT judgement asking DoT to count extra increment for fixing pension, even if is over and above the maximum of pay scale.
78.2% CASE IS BEING DELAYED

Contrary to our impression gathered during our recent visit to New Delhi and discussion with Chairman and Member (F) of Telecom Commission, we receive the disturbing information that Department of Expenditure is delaying the case by asking DoT to supply number of data.
If the DoT asks BSNL Corporate Office to collect the data and supply the same, then, it will not come in the near future. During the last five years, Corporate Office could not collect any data from circles within the prescribed time limit.
Honourable Prime Minister has assured “maximum governance”. But, our experience is just the opposite. A benefit given to central government pensioners eleven years ago is still denied to BSNL retirees who are also central government pensioners. A benefit granted to BSNL serving staff two years ago is denied to pensioners.
Some leaders want “automatic pension revision linked with pay revision in BSNL”
Then, why the 78.2% benefit is not yet given automatic?
SEVENTH PAY COMMISSION REPORT

Com. Shiv Gopal Sharma, Secretary, Staff Side (JCM) met the chairman and secretary of the 7th CPC. He gathered the impression that the 7th CPC report may be delayed by one month.Earlier, it was told that the CPC may submit its report by 28th August 2015. Now, it is understood that the Report will be submitted by end of September 2015 only.

 THE MEETING HELD AT CHENNAI TRAFFIC DISTRICT AT PAZAVANTHANGAL ON 8.8.2-15

The Chennai T raffic SSA meeting was held  at Chennai Pazavanthangal on 8/8/2015  under the Presidentship of Com. S. Sampathkumar, Vice President.  Com M. Gbouse Basha Secretary welcomed all. He Informed that our District President Com. R. Ranganathan could  not attend due  to a major operation done  for hiis wife Mrs. Kousalya ( also  our  member ) and wished speedy recovery.  He announced a list of 6 new members and said all  are  joining because of  our consistant work for the welfare of the pensioners at all  levels. He pointed out the steps taken at All India Level for 78.2 and ourinclusion  in the 7th CPC. He appealed to the Delegates/visitors elected to give Rs.800/- to the District towards  Delegate fees. Also apealed to give Rs.50 towards AIC fund those  members  who  have  not so far given. 
Com.  V. Rama Rao Circle Secretary, TN explained  the happending  on 3rd to 6th August 15 at New Delhi by our leaders  Com. PSR  DG  GN  Gangadhar Rao, Gunasekaran, R.L. Kapoor and Sisodia.  On 78.2 issue the delay was pinned and sought to expedite. Reg our inclusion in 7th CP
C our Association letter has not been forwarded to 7th CPC office by DoT and; this  fact was brought to the notice of the Secretary DoT and  we hope that  would be sent early .

Com.  D.G.spoke in detail  ( Details  see in our web and also  e mail sent ) the meeting with Director (HR) and learnt  CORPORATE OFFICE IS CONSIDERING A COMPREHENSIVE  MEDICALAIM POLICY FOR INPATIENT TREATMENT  and the Pensioners interest would  be taken care of.
When  we requested that  pensioners be considered for restoration of BSNL MRS without voucher administration said review can be done both for pensioners and serving employees only. On the question of allotment of quarters for the family pensioners they have agreed to look in to the matter. Restricting locall calls only for rent -free connection  in Karnataka Circle the Director said a note is being prepared for BSNL Board"s consideratioon.  on 78.2 the delay and non receipt of reply from DoE, Law, and DPE and was discussed in detail and expressed our concern to which Secretary reploied he will keep the concern of the pensioners in  mind and expedite the same.   Our leaders also cautioned about the delay in payment in earlier pre-2007   revision and wanted time frame to all  ccas and a ready recokenr towhich Secretary said it shall be monitored  and strict instructions  not to deviate.  As regards our demand of same fitment forumula before 7th CPC the memorandum submitted was forwarded by 7th CPC on 15/1/2015  seeking actual position and till date the DoT has not replied to 7th CPC. Immediately the secretary called the Member ( Services)  who in turn checkedup with DDG (Esttt) and assured a reply would be sent shortly.  We have requested to include our Association in  the  list of "identified Pensioners" the administration agreed to consider on submission of  details of our Association registration, audited accounts, number of members and a copy of our constitutio0hn etc. which  our leaders has agreed to send by speed post. Our leaders Met Hon. Minister for Chemical and  Fertiliser seeking  in intervention with Ministry of Expenditure for for early reply on 78.2. The  Minister tried to contact Secretary DoE but was not available due some  meeting. We have  extended our  invitation  to the Hon.. Minister for Communications  at  his office, but could not  meet due  meeting.  We have also invited CMD BSNL Sri.. Anupam Srivatsava. 
We have also requested Member (F) to attend our AIC at Bangalore.  We are very glad to inform that Secretary, DoP & PW Shri Devendra Choudhary has readily agreed to attend our AIC at Bangalore and after a discussion he wanted a copy of our Memorandum to 7th CPC  and also wanted a brief which  our leaders have agreed to send by e mail. After the receipt of the same the Secretary DOP & PW has suggested to meet him after 15 days after getting an appointment. 
Really our leaders have done a lot of work on  3, 4, 5, and 6th August 2015 on the pendiing issues
like 78.2, our inclusion in kthe 7th CPC,  listing our associati9on as " identified pensioners Association"

Contrary to our impression gathered during our recent visit to New Delhi and discussion with Chairman and Member (F) of Telecom Commission, we receive the disturbing information that Department of Expenditure is delaying the case by asking DoT to supply number of data.
If the DoT asks BSNL Corporate Office to collect the data and supply the same, then, it will not come in the near future. During the last five years, Corporate Office could not collect any data from circles within the prescribed time limit.
Honourable Prime Minister has assured “maximum governance”. But, our experience is just the opposite. A benefit given to central government pensioners eleven years ago is still denied to BSNL retirees who are also central government pensioners. A benefit granted to BSNL serving staff two years ago is denied to pensioners.
Some leaders want “automatic pension revision linked with pay revision in BSNL”
Then, why the 78.2% benefit is not yet given automatic?


THE CENTRAL PENSION BILL MAY INCREASE BY 7%

ON ACCOUNT OF 7th CPC REPORT.....

Com. Shiv Gopal Sharma, Secretary, Staff Side (JCM) met the chairman and secretary of the 7th CPC. He gathered the impression that the 7th CPC report may be delayed by one month.Earlier, it was told that the CPC may submit its report by 28th August 2015. Now, it is understood that the Report will be submitted by end of September 2015 only.
According to the report appeared in Economic Times,
Shri Arun Jaitley, Finance Minister has expressed a serious concern about rising pension bill.
The Honourable minister has placed a statement in the Parliament stating that
“........ The Pension bill will rise from Rupees 88 thousand core to 102 thousand crore next year, when the 7th Central Pay Commission recommendations are implemented....”
It means that the pension will increase at an average by 15.79 percent when the 7th CPC report is implemented. In the same statement it is mentioned that normal yearly increase in pension bill is around 9 percent.
That means the additional increase on account of 7th CPC report is only 7 percent.
7th CPC has not yet prepared the report.
But, Finance Minister has some information about the recommendations....!!

COLLECTING DATA AFTER 15 LONG YEARS

On 12-8-2015, the Corporate Office of BSNL sent a new letter to all circles to intimate the number of BSNL non-executive staff who had faced anomaly/aberration in pay when the CDA scales were converted into IDA scales in 2000. BSNL CO is collecting the data after 15 years !!!!

Corporate Office collected the same data several times in the past. All details are available in the Corporate Office. It is not understood why the CO wanted same figures again now.

Nobody has studied the anomaly case properly.

The case filed by us (OA No 2173/2014) was listed for hearing by the Double Bench of Principal CAT for today, the 12th August 2015. But it was not heard today as the Department of Telecom has changed its advocate. The case is now posted to 8th October 20-15.

Since the Hon’ble Minister of Communications Shri Ravi Shankar Prasad was busy in some other meeting, we could not meet him personally. However, we made over the invitation for our All India Conference to his office.
Com. P.S.Raman Kutty and Com. G.Natarajan met Shri Anupam Shrivatsava CMD BSNL personally and invited him to the All India Conference.
MEETING WITH MEMBER (FINANCE):

Com. D.Gopalakrishnan, Com. P.Gangadhara Rao, Com.S.Gunasekaran and Com. R.L.Kapoor met Smt. Annie Moraes Member (Fin) and had a detailed discussion for the second time. Member (F) informed that her office has not received query from Department of Expenditure on 78.2 IDA case. We appraised her on the need of holding a Pension Adalat at national level. Member (F) wanted data of cases pending at national level to be settled in co-ordination with BSNL authorities. We assured that we would supply the data very soon.

MEETING WITH DIRECTOR (HR) BSNL Mrs. Sujatha Ray on 3-8-2015.
Our leaders G.Natarajan, P,.Gangadhara Rao, S.Gunasekaran and Sisodia CS NTR met her discussed the following issues:
  1. BSNL MRS:   Dir (HR) told that we are working out a comprehensive medi-claim scheme for in-patient treatment. Pensioners’ interest will be taken care of while finalizing the scheme. The problem with ERP will be sorted out.
  2. Quarters for Spouse:    Will be examined
  3. Rent free telephone in some circles:   The concession is being limited to local calls only. We demanded that such restriction should be removed. She assured that a favourable note prepared already would be placed for BSNL Board approval
VERY FRUITFUL MEETING WITH SECRETARY TELECOM ON 4-8-2015
We had a fruitful meeting for 45 minutes between 1745 and 1830 hours with Shri Rakesh Darg IAS, Secretary Telecom.  Smt. Annie Moraes, Member (Fin) was also present. Our Association was represented by PSR President, DG Vice President, GN General Secretary, P.Gangadhara Rao AGS, S.Gunasekaran Treasurer, R.L.Kapoor Vice President NTR Circle and D.P.S.Pichodia CS NTR.
Issues Discussed:
  1. 78.2 IDA:  We conveyed our serious concern over the undue delay in sending the Cabinet Note to Cabinet even though Secretary assured to send it within 15 days on 26-3-2015. We pointed out the transaction of business rule which says that DOT can send the note to the cabinet even if the nodal ministries do not send their comments within 15 days. In the instant case, 45 days are already over. In response, Secretary Telecom appreciated the above point, but he said that if DOT sends the note without comments from DOE particularly, the cabinet may return the file causing further delay. However, DOT shall take all efforts to obtain the comments from DOE without further delay and send the final cabinet note soon.
We said that once the cabinet approves, the order along with Ready Reckoner should be circulated and the order should contain specific time frame for implementation. In this connection, we pointed out when the DOT issued the order on 15-3-2011, it was endorsed by BSNL CO  only on 4-4-2011. The time frame of 6 months was not adhered to by the CCAs except NTR and there was huge delay while releasing the arrears for pre-2007 Retirees . Both the Chairman and the Member (Fin) assured that this aspect shall be taken care of.


  1. FUTURE PENSION REVISION:
A detailed discussion took place on this issue. We argued firmly that the PRC cannot suggest any Pension revision. We pointed out that first pension fixation is only linked with pay structure. Subsequent pension revision takes place based on existing pension/family pension plus DR at that point of time and a recommended fitment benefit and not linked with pay. PRC is only for the Executives. For non-executives, it is based on bargaining capacity and affordability of the organization.
We pointed out that our memorandum was forwarded  by VII CPC to DOT for comments on 15-1-2015. But DOT has not yet offered its comments. Secretary after hearing our argument, finally said that DOT shall send its views on our memorandum to 7th CPC very soon. He also said that DOT will take up the next pension revision for BSNL pensioners with concerned department after the 7th CPC submits its report.


  1. We requested the Secretary DOT to conduct Pension Adalat at National level at least once in 6 months because, there are certain policy issues involving both DOT and BSNL. Secretary agreed to the proposal.

Later, we met Member (Services) and as per his direction, we met DDG (Estt) Shri S.K.Jain and had a detailed discussion on 7th CPC also. In toto, the meeting was very fruitful and purposeful.
