 5TH FOUNDATION DAY-PONDICHERRY

5TH FOUNDATION DAY WAS CONDUCTED by PONDICHERRY District branch ON 13.9.2014 mornong UNDER THE PRESIDENTSHIP OF COM. ANBALAGAN, DISTRICT PRESIDENT AND ASST. CIRCLE SECRETARY . . MORE THAN 60 MEMBERS INCLUDING 5 WOMEN MEMBERS ATTENDED.

THE DISTRICT SECRETARY COM. SADASIVAM WELCOMED THE GATHERING.
Com.  Anbalagan, explained about the significance of Foundation Day.


Com. A. Sugumaran, Circle  Vice President,   speaking on the 78.2  said in the SCOVA meeting held recently, the Director Expenditure Ministry has told that within a weeks time the file would be sent to DoT  and assured that both  pre and post 1.1.2007 pensioners would also get. As regards inclusion of BSNL retires also in the 7th CPC, our Association has taken the pain of preparing an excellent memorandum, which was appreciated by many of the GMs/CGM retiree pensioners,  was sent to all the other pensioners association in BSNL but none responded but copied it fully or partially and thanked for that act. But we are very happy that while the 7th CPC came to Bangalure for getting oral evidence from Pensioners, our Assistant General Secretary Com. Gangadhar Rao of Karnataka Circle, ably presented the memorandum before the 7th CPC, Justice Mathur, who is the chairman asked how legally the BSNL Pensioners expect relief from 7th CPC, Com. Gangadhar Rao explained about Rule 37 of CCS Rules and amended 37A entitling BSNL pensioners to draw pension, more so, under the consolidated fund of India. The Chairman remarked that prima-facie there is a case for us and assured to take it up with the Government of India.

Com. V. Rama Rao Circle Secretary  speaking explained about the pension anomaly case for those who retired within 9 months of the formation of BSNL. As the case is there for 14 years, no service union has paid much attention, our Association took all steps including getting information under RTI ACT 2005.  While department was maintain the affected persons was only around 235 our Association proved that there are 4300 cases in entire country. Along with Com. R.L . Kapur and Dy General Secretary Com. Chiddu Sing we tried our level best by taking up with DoT  and D.O. & P.W but the there is no mind by the officers to settle the issue. Hence as per our Central Executive Com. Decision a case has been filed at CAT  New Delhi, and the present status is that on 22/9/2014 the case is coming up for hearing and by the  DoT/BSNl would submit their counter.
While our Association is taking steps like meeting the Hon. Minister for Communication Shri Ravi Shankar Prasad, SOCVA meeting etc, organizationally it has been decided by our CHQ that on19/9/2014 we must observe CALL ATTENTION DAY to the red-trapezium, accordingly all our branches in Tamilnadu should ensure demonstration before their respective GM offices
to convey our protest.     On 3/10/2014  the CHQ / T.U.I ( P & R)has given a call for showing our protest against growing unemployment which is the root cause for many ills in the society and that has to be highlighted.
He explained that due to our efforts only Pr. CCA/CCA posts have been filled up now and Adalat has been conducted recently in which 100 grievances has been settled yet 100 more grievances, the administration has agreed to settle. We are pursuing the same.   He said more than 1200 attended the Tirunelveli  Circle Conference and a good debate on all our issues affecting the pensioners were discussed in depth and there was an overall satisfaction. The Reception committee deserved all praise as regards food and stay arrangements who worked as a team lead by Com. Arunachalam.   
After the Tirunelveli Conference Circle has issued 2 circulars which should be passed on to all and also the Annual Report to members.
