FLOOD RELIEF  BY OUR ASSOCIATION 
CHENNAI.

On behalf of flood Relief Committee Coms DG, Muthiyalu, A Sukumaran, V Ramarao, M Ghouse Basha, S Sampathkumar, P Satyanarayana and S Killivalavan distributed uniform to 128 girls & 92 boys studying in 6 th Std to 11 th Std in Govt. Higher secondary school, Kovilambakkam in South Chennai. 




The school was affected in the recent flood.  More than 1600 students are studying in the school. The management has identified 400 students who are affected and very poor.  We distributed 220 uniforms and 400 pouch with pencil, scale, eraser, sharpner.  The management was very helpful and requested to provide Mike and bell if possible.  The committee members reacted positively.  DG/ KM/ AS/ VR /MG and SK spoke and inspired the students to study well and develop social consciousness.  AHM Mrs Indani presided the meeting and expressed heartfelt thanks. For this purpose we have spent nearly 1.15 lakhs.  In North Chennai Coms GN, MGR & Kannappan are distributing Mat, School bag, stainless steel plates to School students and Mat, Blankets to old age home affected Rs,30,000/-.

CUDDALORE  FLOOD RELIEF  BY OUR ASSOCIATION on 30-12-2015 at 4 P.M
Service Home of Age Group: 14 to 45 with category  Widows,Destitues,and Below Poverty line Total   no of Inmates  165 and menial assistants were donated by us individually branded bucket with mug.
Govt.orphanage home for Children under  Age Group: 6 to 18 with category Fully orphan,Partially Orphan,Destitue Children,Tsunami affected orphan,Below Poverty Line, from classes 1 to 12 Standard   all 370 inmates and menial assistants were donated by us individually branded bucket with mug.

Our member in STR Branch, Chennai Com Elumalai (Retired Driver) lost his son Rajesh Kumar. He was working as Auto Driver. He is one among the 13 members of the Rescue Team. That Team rescued near about 10 families in Urapakkam. While doing that service, suddenly flash flood came and washed away all the thirteen. Out of 13, five could catch some hold on the building or tree but eight lives including Rajeshkumar were lost. His body was found hanging in a building under construction in Mannivakkam (6 KMs away from Urapakkam) after three days. His father had to spend Rs.15,000/- to take the body for post-mortem and another Rs.15,000/- for taking back. The Cremation ground was also full of water and he had to spend another Rs.15,000/- for cremation. There are many people who were working selflessly with humanity but there are some people who loot, taking advantage of the situation. That is two sides of the society. Rajeshkumar, aged 35 left his wife 24 years old, two children aged 6 years and 3-1/2 years. Tamilnadu Government has paid Rs.4 lakhs for the family.
The sub-committee has decided to deposit Rupees One lakh (Rs.50,000/- each child) in the name of the children from the Relief Fund. The sub-committee decided to identify two/three schools which were affected very badly and which give education to poor and destitute children and extend help to them with the remaining balance. It was also decided to finish the entire process within a week's time. Out of 8 sub-committee members, 7 attended. From CHQ, DG, GN & Vittoban attended.

Flood Relief sub committee met today and took stock of the situation. The total collection (already received and also which is on the pipeline) crosses Rs. 7 lakhs (All District Units in Tamilnadu except two and some individuals have contributed more than 3.5 lakhs). Nearly 4 lakhs worth of articles (including to be disbursed) were disbursed to affected BSNL pensioners (our members). The beneficiaries are 77 from Chennai Telephones, 16 from Chennai Traffic and 2 from STR.

     The Hon. Minister gave a patient hearing for about five minutes and also assured to do his best in settling our just demands.
FOLLOWING ISSUES WERE RAISED IN THE MEMORANDUM:
78.2% IDA MERGER; It was informed that the Minister had already approved the Draft Cabinet Note. Now, the final Cabinet Note has to be submitted to the Cabinet Secretariat for including the item in the agenda for Cabinet Meeting. There is no problem in the case. Minister assured that it would be expedited.
FUTURE PENSION REVISION WITH THE FITMENT FORMULA SUGGESTED BY CPC: The Minister assured that he would look into the matter and discuss the matter with the concerned officers.

Wuthering Heights of a common man on the banks of Adayar river  .....as narrated by Comrade V.Ramarao our Circle Sec.

Today when the Chennai Traffic District was distributing Floor Relief, our  member Com. T. DuraiRaj  received  the relief amount and his wife also thanked later on Phone. 
He shared with our Circle Secretary the following information:
He is living 2/93 Nehru Street, Mettu Colony, Manapakkam, Chennai 600 125 ( Opp to MIOT Hospital).He is living in  slum area where 250 huts are there, which is on the bank of " Chemmbrambakkm Lake". On the night of December 2015,
(Thandora) public information system was given by the Revenue Department at 1200 mid night and before we could evacuate the  water started coming and was raising in  height at an alarming speed. We could   not fetch any thing other than saving our lives we ran towards Panachayat Office which was in higher plane. There was no cloth or money we could carry.  The First aid came from  the  Indian Military  that day evening and gave bedsheets and there after started giving us food, water both  in  the morning and in the evening till 10th of December 2015. So for no revenue of elected representatives have visited our place. More than 100 people stayed in the Pnachayat office which  was lacking in basic amenities.  
After return on 10th our life continues to be misery beause even  today there is water in all the streets and inside the  house two feet water which  is stagnet. Mosqutios and reptiles move freely and we are exposed to it. The Government officials  have come and given a standard form which we all have given . It is told that maximum  we may get only Rs.5000. We have lost everthing ( Ration Card, dress, Tv, Induction stove) what I saved in the last 40 years. Their area people even prepared to take old good sarees. That is the  field  reality. I am living with my wife and married daughter and Grand Daugher ( BHAVANA) studying in I Std.  is crying for books/note books she lost in the flood. We have turned in to Firewood cooking. 
Our Family conveys  Heartfelt thanks to the ALL INDIA BSNL PENSIONERS ASSOCIATION and all the leaders who has taken  the decision to help the  flood affected victms.

To day Chennai Traffic has paid a sum of Rs.63,000/- from the" Relief Fund ' for 16 of our  BSNL pensioners Association who were affcted in the recent floods.

The Forum of BSNL Unions and Associations has given a call to their members to conduct demonstrations on 22-12-2015 demanding immediate settlement of 78.2% case for revision of pension with effect from 1-1-2007.
We welcome the decision of the Forum.
It was reported that DoT is sending the revised Cabinet Note to Ministry of Law for its views. Normally, the Law Ministry should give its views within two weeks. And therefore, it can be expected that the revised Cabinet Note will go to Cabinet Secretariat shortly.
Anyway, we are happy that the Forum has given a call for some demonstrative programme.

PENSIONERS’ DAY -in Tamilnadu

Indian pensioners’ community observe 17, December as PENSIONERS DAY. Because it was on 17, December 1982, the Supreme Court of India delivered its landmark judgement in the case filed by late Mr D S Nakara and others.
BACKGROUND IN BRIEF
The first Pay Commission (1946-47) recommended that pension should be 1/80 of each year of service completed. Maximum pension in central service was suggested as Rs. 8000 per year. Govt raised it to Rs 8100 per year; means Rs 675 per month. The Second CPC (1957-60) did not change it. III CPC (1970-73) also did not consider the plight of old pensioners.
On 25, May 1979 the Government introduced a ‘liberalised pension scheme”. The ceiling on maximum pension was raised from Rs 675 to Rs 1000 per month. But, the order said that the new scheme would be applicable only to those who were in service on 31st March 1979. Since Mr D S Nakara and Mr. Satyendra Singh, two officers, retired before 31-3-1979, they continued to get Rs 675 as monthly pension. They approached the Court of Law to remove this ‘cut off date” of 31-3-1979.
A five member bench of Supreme Court delivered a judgement on 17-12-1982 stating that such cut-off date is against the Constitution.
Not only that.
Supreme Court made very categorical statements about pension etc. Thus the Judgement in Nakara Case became a landmark judgement in the history of Indian judiciary. It has become the ‘magna carta’ for Indian pensioners. Many subsequent judgements, reports of IV CPC, V CPC, VI CPC and the VII CPC also quoted this judgement. Old pensioners get some benefit only because of this judgement.

The seventh Pay Commission has recommended that pension of those who retired before 1-1-2016 should be multiplied by 2.57. Suppose a person was getting Rs 10,000 as monthly pension, then his new basic pension will be: Rs 25700.What is the real increase?
Basic Pension: ... Rs 10,000
DA as on 1-1-2016: ... Rs 12,500
Total recd: ... ... Rs 22,500
Increase will be ...........Rs 3,200
32 percent of existing basic pension or 14.2 percent of existing total pension.
THE FITMENT FORMULA
The fitment formula of 2.57 was arrived at because the VII CPC fixed new minimum pay in Central Govt. Services as Rs 18000. 2.57 times of Existing minimum pay of Rs 7000. This new minimum pay of Rs 18000 is most irrational and unscientific. Staff Side has demanded that it should be at least Rs 26,000. Government may consider it.
PENSIONERS’ DAY IN 2015
When we, BSNL/MTNL retirees, observe the Pensioners Day 2015, we are waiting for a government decision on the demand for revision of our pension with 78.2%. There should not be a cut-off date like 1-1-2007 or 10-6-2013.Those who were in service on 10-6-2013 and retired thereafter are getting pension with 78.2%. Those who retired before that cut off date are denied the benefit.This is against the judgement in Nakara case. This injustice should be ended immediately. Central government pensioners will get a pension revision from 1-1-2016, as recommended by CPC or as revised by the Government. We are also central government pensioners. There should not be any discrimination in this matter too. That is what Supreme Court declared on 17-12-1982.
Hence, Nakara Case Judgement is important to us.

ALL PENSIONERS' DAY at Tirunelveli  on 15-12-2015

PENSIONERS' DAY and First anniversary of Pensioners' Federation was held 0n 15-12-2015 at Tirunelveli Sangeetha Sabha jointly by Tirunelveli District Central,State,PSU and Local body Pensioners' organization.
Comrade S.Muthusamy presided.
Comrade K.Shanmuga Sundararaj organizer welcomed the gathering.


Comrades M.Duraipandian,R.Pandian and B.T.Chidambaram  Advocate felicitated the function with their warm and kind wishes.

650 Pensioners participated in the meeting.
Comrade S.Arunachalam our District Secretary along with 40 members of our organization PARTICIPATED.

                                 Thanjavur:

Today12-12-2015, in the general body meeting held at Thanjavur to observe PENSIONERS DAY, a call was given for donation towards Chennai Flood Relief Fund. Rs 22000 was donated by the pensioners present on the spot. Added the amount from District Association, a total sum of Rs 37000 was donated by Thanjavur Comrades. CHQ Leaders Com. G Natarajan, D Gopalakrishnan, K Muthiyalu, S Arunachalam and V Rama Rao addresed the meeting.

In the evening a meeting was held at Tiruchirapally on 12-12-2015. There also a sum of Rs 16400 was collected on the spot from the participants towards the Relief Fund. Com. DG and Com. Rama Rao addressed the meeting

We have conducted our monthly meeting on 17.12.15 and celebrated pensioners day.  128 members have attended the meeting.  96 members have contributed for TN Flood Relief Fund.  An amount of Rs.53,350/- collected.  

NAGERCOIL



Pensioners day celeberated today the 17th December 2015 at Mathar Sangam Auditorium , opp to Collectorate Nagercoil at 1430 hours. 102 our pensioners attended. The district president Com. Dhamotharan , welcomed the gathering and the dist. Secretary Com. A. Chelliah, briefly explained about 78.2%  IDA merger and its present stage.  Also informed the memberts that the decision taken at AIC Bangalore on 21st and 22nd November 2015 on various matters pertaining to the benefit of pensioners. Com. Anthonysamy proposed a vote of thanks and the pensioners day celeberation ended at 1730 hours.

The special meeting was organised on 20-12-2015 to observe the Pensioners Day. Com. S Arunachalam, our AGS attended and addressed the meeting.More than 300 members were present
