MINIMUM PENSION
On 6th April 2016 the DoP&PW issued an OM implementing the Court
orders on minimum pension with effect from 1-1-2006.
On 12th April 2016 the Central Pension Processing centre of Department
of Expenditure endorsed the order asking the Pension paying authorities to
review the cases pending.
On 27th April 2016 the CPPAO has issued another letter on the same
subject. In
the latest latter, the CPPAO has given Ministry-wise cases pending form
revision.
According to that there are only 139 cases in Ministry of
Information Technology. And in Telecommunications it is shown as 13 cases.
I think the above figures are wrong; utterly wrong.
During my recent visit to Salem in Tamilnadu a case was brought
to my notice. One Mr Govindan took voluntary retirement on 9thApril
1990 while working as Asst Engineer in DoT. He had completed only 27 years and
hence only pro-rata pension was granted. I m giving the case sheet below
so that some of you can help me to solve it.
1. Payscale from which retired in
1990: 2500-75-4000
2. Average emoluments for last ten months: Rs 2700
3. Original pension granted: 2700/2 x 27/33 = 1105.00
4. Revised under 5th CPC: Rs 3344
5. Revised under 6th CPC: Rs 5768 (to be verified and confirmed)
6. Revised from 24-9-2012 applying the Concordance
Table: Rs 7671.00 ( I have seen the CAO order for this).
(This amount is
correct according to me. Because according to the OM dated 28th January 2013 asking to apply theConcordance Table the minimum pension in S14, to which Mr
Govindan belongs, was Rs 9375.00. The pro rata pension for 27 years comes to Rs
7671.00.)
Now, my assessment is
that he should get the minimum pension of S14 scale @ Rs 9375 from 1-1-2006 itself.
Can some accounts
pandits amongst you please help the gentleman? I am not an expert in the
matter.

I think the offices
have not understood the cases properly. If checked, the
total figure can not be 139 in the entire country.
