TWO ISSUES;


TWO DIFFERENT VERSIONS !


Two issues concerning BSNL pensioners were discussed yesterday in the meeting
between United Forum and Department of Telecom authorities.
BSNLEU and SNEA have reported the proceedings in their websites about the two issues
in different manner. It is left to the viewers to understand the purpose or meaning of it.
We are happy that now all the Staff Union leaders realise the fact that BSNL retirees 
should not depend upon the next pay revision. 
We demanded earlier that our next  pension revision should be as per the 7th CPC report, 
because we are paid the pension by Govt.
Hence WE, BSNL RETIREES, ARE CENTRAL GOVERNMENT PENSIONERS, 
NOT BSNL PENSIONERS.

                                   FUTURE PENSION REVISION 
BSNLEU Website Says:  
"...On the issue of future pension revision of the BSNL retirees, we demanded that 
the issue should be referred to 7th Pay Commission.
In this regard, the Secretary stated that revision of pension of BSNL retirees do not
come under the terms and reference of 7th Pay Commission.
However, it was assured that the issue would be referred to an
appropriate forum for necessary settlement."

SNEA Website Says: 
Automatic pension revision in the future without linking it with pay revision.
Forum demanded that the pension revision should be referred to VII CPC
or 3rd PRC with specific terms of reference that it should not be linked
with pay revision of the serving employees or the profitability of the company.
After discussion it was agreed that it will be referred to 3rd PRC with specific
reference of pension revision and delinking pension revision from pay revision.

                                              ON THE 78.2% IDA
BSNLEU Says:
“On the issue of non-settlement of 78.2% IDA merger for retirees, we expressed
our bitter resentment that the DOT has no so far sent the Cabinet Note,
and that the matter is being unnecessarily delayed by DoT for years together.
WE conveyed that the poor pensioners are suffering because of this delay by DOT.
The Secretary, DoT, assured that this would be done without further delay.

SNEA WEBSITE SAYS: 

 78.2% IDA merger for the pensioners. Forum expressed strong resentment
over the abnormal delay in settlement of the issues. Finally Sec/DoT assured that
the issue will be resolved soon and DoT is in touch with DoE also in this regard
to finalize the cabinet memo. Forum further requested to expedite the same.

THE TWO DAYS STRIKE   &

THE DELAYED DISCUSSIONS
Entire BSNL staff went on two days strike on 21st and 22nd April 2015.  
Neither the Minister nor the Chairman of Telecom Commission gave any meeting
to discuss the issues involved despite repeated requests from the United Forum 
of BSNL staff unions.
A meeting between the United Forum and the Secretary, Telecom was originally fixed 
for 25th April (Four days after the strike).  Then, it was postponed to 27th April. 
Again, it was postponed to 1st May 2015.  Finally, it was held yesterday, 1-5-2015.

One of the items raised was the extension of 78.2% IDA benefit for pension revision. 
Secretary, Telecom has assured that the Cabinet Note would be sent without further delay.
