WOES
OF BSNL PENSIONERS
The rightful and legitimate claim for merger of 78.2 % IDA with
Pension has been eluding the BSNL Pensioners though the merger with pay has
been already allowed to serving employees. The affected Pensioners hope heaves
and sinks like an expiring candle flame. The Pensioners are growing older and
the arrears mounting. The file is being tossed up and down like the basket
ball, the sole purpose is to delay or deny. The issue of merger of IDA with
pension is not something new, precedence already exists and therefore there is
no reason for delaying the issue only to hapless Pensioners while employees have already reaped
the fruits.
In the recent SCOVA meeting held in September 2014, the
Secretary DOP & PW informed that his
Department has already conveyed its “No Objection” to this proposal regarding
the anomaly in fixation of Pension to
DOT employees absorbed in BSNL , who retired between 1-10-2000 and 31-7-2001.It
was reported that the matter will be discussed between DOP & PW and DOT to
find a solution to the issue.Though more than two months elapsed ,the order is
yet to see the light. Pensioners in the evening of their life and fragile
health are anxiously waiting to enjoy the fruits of arrears. Since the issue is
tantalizing , the hapless Pensioners are compelled to resort demonstrations, to
impact the Authorities for immediate sanction. Will the “Achche Din” slogan fructify ? If Yes , Will it be in their life time as
some of the affected miniscule number of
Pensioners have already departed.
Another burning issue that the entire lot fo about one lakh and twenty thousand BSNL Pensioners are
facing was the withdrawal of the Quarterly fixed medical allowance without voucher.Since
it is common perceptions that most low paid Pensioners can ill afford to
advance money and seek reimbursement ,the voucherless quarterly payment was
introduced to obviate their hardships.Unfortunately this facility has been
withdrawn leading to denial of timely outpatient facilities to the Pensioners.Will
the authorities order immediate
reversion back to Quarterly payment of Medical Allowance and alleviate the
hardships of the low paid Pensioners. ?
